TQJ-PAR Joins Brazil’s Regulated Betting Ecosystem
Brazil’s Secretariat of Prizes and Bets (SPA), operating under the Ministry of Finance, has granted TQJ-PAR Participações Societárias SA a definitive licence to operate fixed-odds betting across online and hybrid platforms. The decision, formally announced in the Official Journal of the Union on 23 June 2025, enables TQJ-PAR to provide regulated betting services until 31 December 2029.
The licence includes authorisation for three betting brands – Baú Bingo, Tele Sena Bet, and Bet do Milhão – allowing operations across both digital and physical formats. This development places TQJ-PAR among an expanding list of licensed operators under Brazil’s newly formalised regulatory framework, reinforcing the country’s push for a transparent, controlled betting market.
Regulatory Background and Industry Context
The legal foundation for Brazil’s fixed-odds betting sector is rooted in Law No. 13,756 (2018) and further elaborated through Law No. 14,790 (2023). These laws were designed to legitimise sports betting and combat illegal operations while channelling tax revenue into public programmes.
Each definitive licence requires a payment of R$30 million (approximately US$5.4 million) and permits the holder to manage up to three platforms using the regulated “.bet.br” domain. TQJ-PAR’s approval falls under the SPA’s SIGAP process No. 0055/2024.
To date, 35 operators have received full authorisations, while 69 firms hold either provisional or definitive approval status. These companies are part of a rapidly evolving landscape, where regulatory compliance, responsible gaming and anti-money laundering controls are paramount.
Enforcement and Market Clean-Up Initiatives
TQJ-PAR’s authorisation also comes during a period of intensified enforcement by Brazilian authorities. Since October 2024, the SPA, in collaboration with Anatel (National Telecommunications Agency), has removed over 5,200 unlicensed betting sites, demonstrating a firm stance against grey-market operators.
This regulatory tightening is intended to provide consumers with safe, legal alternatives, improve fiscal transparency, and ensure that operators uphold responsible gambling standards.
