Sri Lanka’s ambitions to become a high-end tourism and entertainment hub are set to take a major step forward with the August 2 grand opening of City of Dreams Sri Lanka, a landmark US$1.2 billion integrated resort developed jointly by John Keells Holdings (JKH) and Melco Resorts & Entertainment. The launch is being hailed as the largest single private sector investment in the nation’s tourism industry, marking a pivotal chapter in Sri Lanka’s post-crisis economic recovery.
Melco Brings Premium Gaming and Hospitality to Colombo
The final stage of the development features the debut of Melco’s luxury hotel brand Nüwa, a premium casino, and an upscale shopping promenade, rounding out the resort’s multi-use concept. This comes on the heels of the October 2024 launch of Cinnamon Life, a 687-room hotel and residential tower that now anchors the accommodation offering.
The integrated resort is situated in central Colombo, providing direct access to key transport, business, and cultural districts. Beyond gaming, the facility will offer curated dining experiences, event venues, and live entertainment, all designed to international standards with a clear focus on affluent travelers from South Asia and beyond.
Casino Regulation, Taxation, and Government Backing
City of Dreams Sri Lanka received a 20-year casino licence earlier in 2025, and has since been preparing for full operational rollout under new regulatory frameworks. In June 2025, Sri Lanka’s Committee on Public Finance (COPF) approved the importation of casino gaming equipment under a stricter monitoring system. Upcoming legislation, including the Gambling Regulatory Authority Bill, promises additional oversight, especially as Sri Lanka moves to double casino entry fees and enhance gambling-related taxation.
