15-year concession paves the way for omnichannel lottery operations, digital expansion and new funding streams for healthcare across Brazil’s most populous state
Scientific Games and Brightstar Global Solutions, a wholly owned subsidiary of Brightstar Lottery, have formally joined forces to establish SP Loterias SPE S.A. (SPL), a new lottery operating company that will run the State Lottery of São Paulo, Brazil. The partnership follows the award of a 15-year concession agreement by the Government of the State of São Paulo, granting SPL exclusive rights to operate the lottery and deliver omnichannel technology across the state.
São Paulo, home to more than 44 million residents, represents the largest consumer market in Brazil. Through SPL, the two companies will introduce a comprehensive portfolio of lottery products, including draw-based games, instant tickets, eInstant games and passive lottery offerings, distributed through both retail networks and digital platforms. The initiative is designed not only to modernize the state’s lottery infrastructure but also to generate long-term funding for public healthcare investment.
Brightstar executives emphasized that the agreement marks a significant expansion of the company’s presence in Brazil. Marco Tasso, Chief Operating Officer for Italy and International Lottery Operations at Brightstar, said the partnership reflects Brightstar’s ambition to bring proven global expertise into one of Latin America’s most important lottery markets. He highlighted the company’s more than four decades of experience operating large-scale lotteries worldwide, noting that SPL will deploy Brightstar’s best-in-class technology alongside a full iLottery system capable of supporting eInstant and digital-first products.
Scientific Games echoed this sentiment, underlining the strategic importance of the collaboration. Michael Conforti, President of International at Scientific Games, described the creation of SPL as the result of months of joint planning to ensure the new lottery aligns with the interests of government authorities, players and commercial partners alike. He added that Scientific Games is committed to delivering secure systems, high-performance games and trusted technology, with a clear focus on supporting São Paulo’s public health objectives through sustainable lottery revenues.
The São Paulo project further strengthens Scientific Games’ international footprint, coming shortly after its December partnership with Universal Products & Experiences to launch Fast & Furious-themed lottery products in North America. Together, these initiatives underscore the company’s strategy of combining globally recognized content with robust lottery platforms.
With SPL now established, Scientific Games and Brightstar are positioned to play a central role in reshaping São Paulo’s lottery landscape, blending innovation, digital accessibility and social impact over the next 15 years.
