The inspection in Luanda forms part of the “ISJ in Dialogue” initiative, with discussions focusing on regulatory compliance, responsible gambling, consumer protection and the gaming sector’s contribution to employment and public revenue.
Angola’s Institute of Gaming Supervision (ISJ) has conducted an inspection at Casino Golden Dragon in Luanda as part of its ongoing “ISJ in Dialogue” initiative, which seeks to strengthen engagement between the country’s gaming regulator and licensed operators.
The inspection took place on September 25, 2026, at Casino Golden Dragon, located inside the InterContinental Hotel in Luanda. The regulatory delegation was led by ISJ Director General Dr. Nerethz Tati and was received by InterContinental Hotel Manager Mário Ferreira.
The visit provided ISJ officials with an opportunity to inspect the casino’s facilities and gaming floors while engaging directly with management on some of the opportunities and challenges facing Angola’s regulated gaming industry.
The initiative reflects the regulator’s broader effort to combine supervision with direct dialogue as it works to ensure operators understand their obligations and maintain appropriate standards across their businesses.
Strengthening Dialogue Between Regulator and Operators
The “ISJ in Dialogue” initiative is designed to create closer communication between the regulator and companies operating within Angola’s gaming sector.
During the Casino Golden Dragon visit, discussions focused on strengthening institutional cooperation and developing a better understanding of the operational realities facing licensed gaming businesses.
Ferreira highlighted the importance of structured engagement between regulators and operators, with dialogue providing an opportunity for both sides to address industry issues and strengthen cooperation.
For the ISJ, direct interaction with operators also provides an additional mechanism for reinforcing regulatory expectations while identifying challenges that could affect the sustainable development of the industry.
Gaming’s Contribution to Angola’s Economy
The economic role of the gaming industry was another key area addressed during the engagement.
Discussions considered the sector’s contribution to government revenue and employment creation, as well as the importance of ensuring that commercial development continues within Angola’s regulatory framework.
Dr. Tati emphasised the need to balance the growth of gaming businesses with their statutory obligations and broader responsibilities.
The regulator’s approach recognises the commercial importance of financially sustainable operators while maintaining that business expansion must remain aligned with compliance requirements and responsible conduct.
This balance is expected to remain important as Angola continues to develop its regulated gaming market.
Responsible Gambling and Consumer Protection
Consumer protection was also a major focus of the inspection.
The ISJ reaffirmed the importance of maintaining responsible gambling and player-protection standards across licensed gaming establishments.
Discussions highlighted the role of customer-awareness initiatives, operational safeguards and appropriate player-protection measures in creating a safer gaming environment.
For operators, integrating these measures into day-to-day activities is an important component of regulatory compliance and long-term sustainability.
The ISJ’s focus on responsible gambling also reflects the wider social responsibilities associated with operating within a regulated gambling market.
Balancing Compliance and Sustainable Growth
Beyond monitoring compliance, the Casino Golden Dragon inspection demonstrated the regulator’s interest in understanding the conditions required for licensed businesses to remain financially sustainable.
A stable gaming market requires operators that can grow and invest while continuing to comply with licensing conditions and other regulatory obligations.
Through the “ISJ in Dialogue” programme, the regulator is seeking to maintain direct communication with operators while reinforcing standards around compliance, consumer protection and responsible gambling.
The Casino Golden Dragon visit therefore represents more than a routine inspection. It forms part of a broader regulatory approach built around supervision, communication and cooperation between Angola’s gaming authorities and licensed businesses.
As Angola’s gaming sector continues to develop, the ISJ’s engagement with operators is expected to play an important role in balancing commercial growth with regulatory accountability, public revenue generation, employment creation and the protection of consumers.
