Authorities seize nearly PHP 570,000 in bets in effort to curb underground betting activities
Widespread Enforcement Across Metro Manila
The National Capital Region Police Office (NCRPO) has revealed that 2,573 individuals were arrested in a recent crackdown on illegal gambling operations across Metro Manila. The arrests were part of a comprehensive two-month campaign spanning from 2 June to 23 July 2025, aimed at dismantling unlicensed betting operations in the region.
In total, 1,119 police operations were conducted across the NCRPO’s five operational districts: Manila, Quezon City, Northern, Eastern, and Southern Police Districts. These actions reflect an aggressive enforcement push under the NCRPO’s broader anti-crime framework.
Numbers Games and Illicit Lotteries Targeted
A key focus of the campaign was illegal numbers-based gambling, such as jueteng, lotto-style draws, and unauthorised bingo, which remain banned under Presidential Decree 1602. This decree—enacted to deter unlawful gambling—imposes harsher penalties on those involved in underground betting operations.
Among the arrestees, 270 were directly linked to illegal numbers games, with PHP 97,160 (US$1,660) in related bets confiscated. Overall, police seized PHP 568,992 (approximately US$9,700) in illegal gambling proceeds during the campaign.
Notably, enforcement teams also cracked down on other unlicensed betting practices, including cockfighting arenas and backyard lotteries, which continue to thrive despite legal restrictions and community risks.

The NCRPO has urged citizens to report any suspicious gambling activity via the national 911 emergency hotline, highlighting the importance of community engagement in curbing illegal betting. The agency views public vigilance as a critical component in deterring the spread of underground gambling, especially in densely populated areas like Metro Manila.
Police officials confirmed that these operations are part of a long-term anti-gambling strategy, with similar campaigns expected to continue throughout the rest of the year. The NCRPO also indicated that intelligence-gathering and tip-offs have played a central role in the success of these operations.
