Lithuania’s Gaming Control Authority (GCA), under the Ministry of Finance, has expanded its list of blacklisted gambling websites as part of an escalating effort to curtail illegal online gaming operations. The latest action, announced on 3 July 2025, sees four Flagman Casino domains blocked, bringing the total number of restricted sites in the country to 1,910.
Flagman Casino Faces Regulatory Action
The newly blacklisted domains — flagman.casino, flagman-casino1.com, flagmancasino16.com, flagmancasino17.com, and flagmancasino18.com — were all operated by GALAKTIKA N.V., a company not licensed to operate within Lithuania.
Under the Lithuanian Gaming Law, all online gambling operators must obtain a license to offer services in the country. The GCA is authorized to take enforcement measures such as DNS blocking, payment restrictions, and collaboration with internet service providers (ISPs) to prevent unauthorized operators from reaching Lithuanian users.
This enforcement reflects Lithuania’s zero-tolerance stance on unregulated gambling platforms, particularly those failing to meet local responsible gaming, taxation, and player protection standards.
Widening the Net: Big Names Also on the Blacklist
Notably, the GCA’s blacklist includes several major international gambling brands such as Unibet.com, WilliamHill.com, PokerStars.eu, and Bet365.com, in addition to many regional variations of these platforms.
