Angola has officially relaunched its National Lottery (LOTANG), introducing sweeping reforms aimed at restoring public trust and promoting responsible gaming. After years of scandals, mismanagement, and operational inefficiencies, the Angolan government has overhauled its gaming system to create a transparent and socially beneficial lottery.
The relaunch marks a turning point for the country’s gambling industry, with a renewed focus on integrity, fairness, and social impact.
Key Reforms in the New LOTANG System
The revamped lottery introduces several advanced measures to ensure transparency and protect players:
- Blockchain-Enabled Draws — Winning numbers are now recorded on an unchangeable public ledger, preventing manipulation or fraud.
- Independent Audits — International accounting firms will verify the fairness and accuracy of all lottery draws.
- Faster Prize Payouts — Strict controls have been introduced to eliminate delays in prize distribution.
- Social Responsibility Funding — 30% of lottery profits will be invested in vital social programs, including education, healthcare, and infrastructure development.
A Fresh Start After Years of Challenges
The previous lottery system faced serious criticism due to rigged draws, delayed prize payments — sometimes taking years — and a lack of proper oversight that increased the risk of embezzlement.
Now, the reformed LOTANG operates under a public-private partnership. Swiss gaming technology firm Novomatic provides the digital platform, while Angola’s Ministry of Finance maintains regulatory oversight.
“We are not just rebuilding a lottery—we are rebuilding trust,” said LOTANG Director Alberto Kaputo. “Every kwanza wagered should contribute to Angola’s development, not corruption.”
Focus on Responsible Gaming
As part of its commitment to responsible gaming, LOTANG has implemented:
- Mandatory spending limits for players
- Self-exclusion programs for vulnerable gamblers
- Nationwide campaigns to raise awareness about gambling addiction
Future Plans & Market Impact
The LOTANG relaunch will roll out in phases:
- Traditional lottery draws began in May 2025.
- Digital scratch cards and online gaming will be available in the third quarter of 2025.
- Expanding into sports betting while maintaining the same transparency framework by 2026.
Industry experts believe Angola’s bold reforms could set a new benchmark for lottery operations across Africa. Neighboring countries are already monitoring LOTANG’s progress, with hopes that transparent and socially responsible gaming can become the new standard.
The relaunch kicks off with a $2 million jackpot draw, with proceeds dedicated to building new schools in rural communities — a symbolic gesture reflecting Angola’s vision of gambling for development, not exploitation.
