New Digital Tool Aims to Protect Players and Preserve State Revenue
The Philippine Amusement and Gaming Corporation (PAGCOR) officially launched the “PAGCOR Guarantee” website on 18 June 2025. This platform is designed to help users verify the legitimacy of online gaming operators, offering a searchable list of licensed platforms and direct links to their official sites.
This initiative comes as a direct response to rising complaints from consumers about unlicensed gambling sites withholding winnings or engaging in deceptive practices. By improving transparency, the website serves as a preventive measure against online fraud, while also reinforcing trust in the legal gaming sector.
Addressing a Growing Threat to Consumer Protection
PAGCOR Chairman and CEO Alejandro H. Tengco stressed that the surge in illegal gambling activity not only puts players at financial risk but also undermines public confidence and deprives the state of essential revenue. He noted:
“Illegal online gaming sites not only endanger players but also erode public trust and deprive the government of vital revenues.”
The “PAGCOR Guarantee” platform will be regularly updated, ensuring users can access the most current licensing data before engaging with any online betting site. Tengco emphasized the importance of empowering the public with tools to verify operator status, helping users avoid scams and make informed decisions about where they play.
Supporting Broader Responsible Gaming Frameworks
This launch is part of PAGCOR’s larger regulatory strategy aimed at strengthening responsible gambling practices, curbing illegal activity, and reinforcing digital compliance. By proactively publishing a public-facing license registry, the agency aims to build a culture of accountability among operators and foster safe digital environments for Filipino players.
The initiative is also aligned with efforts to bolster the Philippines’ standing as a responsibly regulated gaming jurisdiction in the Asia-Pacific region.

In addition to strengthening digital consumer protection, PAGCOR continues to engage in social development efforts. In early June, the regulator donated PHP 16.2 million (US$285,306) worth of patient transport vehicles to eight municipalities across Luzon and Palawan as part of its Corporate Social Responsibility (CSR) program.
