Financial authorities are examining suspicious casino transactions in Marrakech and Agadir, while intelligence from Spain has widened the investigation into possible cross-border movement of illicit funds.
Moroccan financial authorities, working with counterparts in Spain, have launched an investigation into a suspected international money-laundering network allegedly using casino poker games to give illicit funds the appearance of legitimate gambling winnings. The investigation began after compliance teams at three casinos in Marrakech and Agadir reported a series of transactions considered highly suspicious to Morocco’s National Financial Intelligence Authority (ANRF).
According to information reported by iGaming Afrika and corroborating Moroccan media reports, investigators suspect that some gamblers may have brought large amounts of undeclared cash into casinos before presenting the money as poker winnings. The funds could then be deposited into bank accounts, creating an apparently legitimate financial trail.
Investigators Examine Casino Records
A central part of the investigation involves comparing reported gambling winnings with actual casino and game records. Investigators are examining whether the amounts claimed as poker winnings correspond with genuine gaming activity.
Authorities are also looking into the possibility that technical vulnerabilities within casino gaming systems may have been exploited. Another line of inquiry concerns whether individuals involved in the suspected operation received assistance from casino employees with specialist knowledge of internal systems and procedures.
Such an investigation could involve reviewing game histories, financial transactions, transfers, purchases and other commercial activity connected to individuals under scrutiny.
The objective is to determine whether gambling activity was genuinely responsible for the funds being deposited into financial institutions or whether poker winnings were used primarily as a mechanism for disguising the original source of the money.
Spanish Intelligence Expands the Investigation
The investigation gained an international dimension after Spanish financial authorities shared intelligence concerning suspicious cash movements connected to casinos in southern Spain.
According to the reports, authorities in Spain had identified unusual flows involving Moroccan tourists and European residents of Moroccan origin. Investigators suspect that informal currency networks and exchange intermediaries may have been used to move large amounts of money while avoiding normal reporting and customs controls.
One technique reportedly under examination is “smurfing,” in which large amounts of money are divided into smaller transactions to make them less conspicuous and potentially avoid detection or reporting thresholds.
Investigators are also examining allegations that funds were subsequently cycled through casinos using fabricated or manipulated gambling wins and losses. The purpose would allegedly be to establish a legitimate-looking explanation for money before it entered the formal European banking system.
Authorities Strengthen Border Controls
The investigation has prompted Moroccan authorities to increase scrutiny of currency movements through major ports and airports. Morocco’s Customs and Indirect Tax Administration and Foreign Exchange Office have reportedly introduced additional measures requiring closer examination of incoming and outgoing currency declarations.
Authorities are expected to maintain heightened controls as they continue examining suspected cross-border financial activity.
The case also illustrates the growing importance of cooperation between financial intelligence agencies, customs authorities, casino operators and law-enforcement bodies when investigating potential money laundering.
Wider Compliance Concerns for the Gambling Industry
The investigation highlights the vulnerabilities that gambling establishments can face when criminal networks attempt to use gaming activity to disguise the origin of funds.
Casinos and other gambling operators are therefore expected to maintain effective know-your-customer (KYC), anti-money-laundering (AML), transaction-monitoring and source-of-funds procedures. Suspicious activity reporting can also play an important role in helping financial authorities identify unusual patterns before funds move through additional jurisdictions.
Moroccan investigators have reportedly identified at least two individuals under review who were already subject to financial monitoring in Spain and other European jurisdictions over suspected illegal gambling and related financial offences.
The investigation remains ongoing, and the allegations have not been established as criminal findings against the individuals or businesses involved. Authorities will need to establish whether the reported gambling activity was genuine, whether casino systems were manipulated, and how the suspected funds moved between Morocco, Spain and the wider European financial system.
The case nevertheless underscores the increasingly international nature of financial crime and the need for gambling operators to maintain robust controls capable of identifying unusual betting and payment patterns across borders.
