MGM Yonkers Inc., a subsidiary of MGM Resorts International, has officially filed its application for one of the three highly sought-after downstate New York full commercial casino licences. This move signals MGM’s ambition to transform the historic Empire City Casino in Yonkers into a world-class integrated resort destination.
The ambitious $2.3 billion redevelopment proposal includes the modernization of the existing casino floor, the addition of a 5,000-seat entertainment venue, a retail sportsbook, enhanced culinary offerings, and investments in public infrastructure. If approved by the New York State Gaming Commission and the Gaming Facility Location Board, construction would be completed by mid-2029.
A Historic Site Poised for Modern Transformation
Empire City Casino and Yonkers Raceway have long been staples of the downstate entertainment landscape. Opened as a racetrack in 1899, the venue has evolved over the decades but remains one of the largest video lottery terminal (VLT) facilities in the U.S.

10% goes to the City of Yonkers
5% to Westchester County
5% shared between Rockland and Putnam counties
