The NLB has outlined its key milestones and implementation plans as Kenya moves toward establishing its first National Lottery and expanding its public-benefit objectives.
Kenya’s National Lottery Board (NLB) has briefed senior officials from the Ministry of Gender, Culture and Children Services on its progress, key milestones and future roadmap as the country continues preparations for the implementation of the National Lottery.
The engagement brought together senior government representatives and members of the NLB, providing an opportunity to discuss the Board’s statutory mandate, progress to date and the structures required to establish a credible and sustainable National Lottery.
The briefing was led by Dr. Farida Karoney, EGH, Chairperson of the National Lottery Board, alongside members of the Board. The Ministry was represented by Hanna Wendot Cheptumo, Cabinet Secretary for Gender, Culture and Children Services, and Ummi Bashir, CBS, Principal Secretary for Culture, the Arts and Heritage.
Strengthening the National Lottery framework
Discussions during the engagement centred on the progress made by the NLB in implementing its mandate and preparing the institutional and operational framework required for Kenya’s National Lottery.
The Board has emphasised the importance of establishing a system that is credible, accountable and trusted by the Kenyan public.
The National Lottery is being positioned as more than a conventional gaming product. A central objective is to create a mechanism through which lottery proceeds can contribute to public-benefit initiatives and support causes across the country.
This public-benefit component is expected to form an important part of the National Lottery’s long-term role within Kenya’s social and economic development framework.
Supporting good causes across Kenya
According to the Board, potential areas that could benefit from National Lottery funding include charitable causes, economic empowerment, youth empowerment, sports, arts, culture and heritage.
Emergency response initiatives and selected signature national projects are also among the areas identified for potential support.
The approach reflects the NLB’s broader objective of ensuring that the National Lottery delivers benefits beyond the gaming sector and contributes to initiatives with wider social and national significance.
For the Board, establishing the appropriate governance and operational structures will therefore be critical to ensuring that the National Lottery can fulfil these objectives in a transparent and accountable manner.
Continued government engagement
The meeting also highlighted the importance of collaboration between the National Lottery Board and relevant government institutions as implementation progresses.
The NLB expressed appreciation for the Ministry’s continued support and engagement as it works toward operationalising Kenya’s National Lottery.
The Board also reaffirmed its commitment to keeping the public informed about developments surrounding the initiative.
Regular communication is expected to remain important as Kenya progresses through the various stages required to establish the National Lottery and its associated structures.
Preparing for the first National Lottery operator
The latest briefing comes as the NLB continues work connected to the establishment of Kenya’s first National Lottery operator.
The Board has been advancing preparations for the procurement and selection process, including professional advisory support covering areas such as transaction structuring, legal and regulatory considerations, financial modelling, technical requirements and cybersecurity standards.
The process is also expected to involve market engagement, evaluation of prospective participants, contracting, financial close and preparations for the eventual launch.
These activities form part of the wider roadmap for moving the National Lottery from its institutional establishment toward operational implementation.
Looking ahead
The engagement between the NLB and the Ministry of Gender, Culture and Children Services provides another indication of the government’s focus on coordinating the development of Kenya’s National Lottery across relevant institutions.
As implementation continues, governance, transparency, accountability and responsible operation are likely to remain important considerations.
For the National Lottery Board, the immediate focus is on building the institutional and operational foundations necessary to support the lottery and ensure that its public-benefit objectives can be delivered effectively.
With the Board continuing to engage government stakeholders and progress its implementation roadmap, Kenya is moving closer to establishing a National Lottery designed to combine gaming activity with funding opportunities for good causes and national development initiatives.
