Angola’s gaming regulator is expanding regional oversight and cooperation with municipal authorities to address unlicensed gambling, unauthorised advertising and regulatory compliance.
Angola’s Institute of Gaming Supervision (ISJ) is strengthening its regional enforcement activities across Huíla and Benguela as part of broader efforts to improve regulatory oversight and combat illegal gambling activities.
The initiative forms part of the regulator’s strategy to expand its presence outside the country’s central administrative structures and bring gaming supervision closer to operators, communities and local authorities.
Through increased engagement with municipal administrations, the ISJ is seeking to strengthen institutional coordination and improve the effectiveness of enforcement measures against activities conducted outside Angola’s legal gaming framework.
Greater regional regulatory presence
The ISJ has been working with municipal authorities as it expands its territorial presence across the country.
The regional engagements have involved municipalities including Palanca, Humpata, Lubango, Navegantes and Baía Farta, providing a platform for the regulator to discuss gaming supervision and enforcement priorities with local government representatives.
A key objective is to establish stronger cooperation between the gaming regulator and municipal administrations, particularly when dealing with activities that may require intervention at the local level.
The ISJ’s Southern Region Provincial Service covers Huíla, Benguela and Huambo, giving the regulator a dedicated regional structure through which it can carry out supervision and enforcement activities.
Tackling unlicensed gambling
Illegal gambling remains a major area of focus for the ISJ’s enforcement efforts.
During its engagements with local authorities, the regulator highlighted the need to identify and address gambling activities that operate without the required authorisation.
The ISJ reiterated that conducting gaming activities without the necessary licence constitutes a criminal offence under Angola’s gaming legislation.
The regulator is therefore encouraging stronger coordination between local authorities and its regional services to identify potentially unlawful operations and ensure that gaming businesses comply with applicable licensing requirements.
This approach is intended to support a more structured gaming market in which operators are subject to the same regulatory obligations and consumers can participate within a legally supervised environment.
Focus on unauthorised advertising
The ISJ’s enforcement efforts also extend beyond the operation of unlicensed gambling businesses.
Unauthorised gaming advertising has been identified as another area requiring regulatory attention. Advertising can play a significant role in directing consumers toward gambling products and operators, making compliance with applicable rules an important part of effective market supervision.
By working with municipal administrations, the ISJ can strengthen monitoring of gambling-related activities and advertising at the local level.
The regulator’s regional approach is consequently aimed at improving both enforcement and awareness of the legal requirements governing Angola’s gaming sector.
Cooperation with local authorities
The ISJ’s engagement with municipalities reflects the importance of cooperation between national regulators and local government institutions when addressing illegal gambling.
Municipal administrations can play an important role in identifying activities taking place within their jurisdictions, while the gaming regulator provides the specialised regulatory framework and enforcement mandate.
Greater institutional coordination can therefore support faster identification of suspected violations and improve communication between the relevant authorities.
The ISJ’s continued regional engagement is expected to help establish clearer channels for cooperation while strengthening the implementation of gaming legislation across the provinces.
Promoting a regulated gaming market
Beyond enforcement, the ISJ’s regional strategy is also connected to its broader objective of developing a legal, transparent and responsible gaming sector in Angola.
Effective regulation requires more than licensing operators. It also involves monitoring compliance, addressing illegal activity and ensuring that gambling-related businesses operate within established legal requirements.
The regulator has identified responsible gambling, prevention of illegal gambling and operator compliance as important components of its regional mandate.
The expansion of regional supervision could therefore provide the ISJ with greater capacity to monitor the market and respond to regulatory challenges outside Luanda.
Strengthening enforcement across Angola
The ISJ’s activities in Huíla and Benguela demonstrate the regulator’s continued focus on strengthening gaming oversight through a more decentralised approach.
By engaging municipal administrations and reinforcing its regional structures, the regulator is seeking to improve its ability to address unlicensed gambling and unauthorised advertising while encouraging compliance among legitimate operators.
As Angola’s gaming industry develops, stronger cooperation between the ISJ, local authorities and other public institutions will remain an important part of maintaining regulatory oversight.
The latest engagements in Huíla and Benguela consequently represent part of a wider effort to extend enforcement capacity across Angola and promote a gaming market operating within the country’s legal and regulatory framework.
