Angola’s gaming regulator and national child protection authority are strengthening cooperation through awareness campaigns, information sharing and coordinated measures aimed at preventing children and adolescents from being exposed to gambling-related risks.
Angola’s Institute of Gaming Supervision (ISJ) and the National Institute of Children (INAC) have established a partnership aimed at strengthening the protection of children and adolescents from risks associated with gambling and gaming activities.
The cooperation brings together the regulatory responsibilities of the ISJ and the child protection mandate of INAC, creating a coordinated framework through which the two institutions can develop preventive measures and increase public awareness about the potential risks of minors accessing gambling activities.
The initiative comes amid a wider focus on responsible gaming and the importance of ensuring that gambling products and services remain inaccessible to underage individuals.
Through the partnership, ISJ and INAC intend to combine their institutional expertise to improve prevention, awareness and coordination around the protection of minors.
Joint Efforts to Protect Children and Adolescents
The partnership was discussed during a joint working session attended by senior representatives from both institutions.
Among those participating were Paulo Kalesi, Director-General of INAC; Claúdio Paulo, Deputy Director-General of ISJ; and Afonso Silva, Head of ISJ’s Department of Supervision and Monitoring.
The meeting provided an opportunity for representatives to identify common priorities and establish a foundation for continued cooperation between the two organisations.
A central objective of the partnership is to prevent circumstances that could expose children and adolescents to gambling or encourage their participation in gaming activities.
Rather than focusing solely on enforcement, the cooperation places considerable emphasis on prevention and education, recognising the importance of providing young people, families and communities with information about gambling-related risks.
Awareness Campaigns and Information Sharing
Under the proposed cooperation framework, ISJ and INAC are expected to develop joint awareness campaigns and other public initiatives focused on protecting minors.
Information sharing will also form an important component of the partnership. By exchanging relevant institutional data, knowledge and insights, the organisations aim to improve their understanding of the risks facing minors and develop more effective responses.
The institutions also intend to establish coordination mechanisms that can strengthen protective measures and improve cooperation between Angola’s gaming regulatory and child protection structures.
Such collaboration could provide a more integrated approach to addressing underage participation in gambling by combining regulatory supervision with child-focused prevention and awareness initiatives.
Responsible Gaming and Prevention
Protecting minors is an important component of responsible gaming frameworks, particularly as gambling products become increasingly accessible through digital channels.
The ISJ’s regulatory responsibilities place it in a central position to supervise Angola’s gaming sector, while INAC’s mandate focuses specifically on protecting and promoting the rights and welfare of children.
Bringing these responsibilities together creates an opportunity for both organisations to address gambling-related risks from complementary perspectives.
The partnership also signals an increased focus on addressing potential problems before they develop. Awareness campaigns can help educate communities about age restrictions and the potential consequences associated with underage gambling, while stronger coordination can support more effective institutional responses.
Building a Coordinated Protection Framework
The cooperation between ISJ and INAC represents another step towards strengthening safeguards surrounding Angola’s regulated gaming environment.
By establishing channels for information exchange, coordinated initiatives and public education, the two institutions are seeking to ensure that child protection remains an important consideration as the gaming sector develops.
The partnership ultimately places prevention, awareness and institutional cooperation at the centre of efforts to protect children and adolescents.
Through continued collaboration, ISJ and INAC aim to strengthen measures designed to prevent minors from accessing gambling activities while promoting greater awareness among families, communities and other stakeholders about the risks associated with underage participation in gaming.
