Regulators meeting in Maputo have highlighted technology, real-time monitoring, reliable data and stronger regional cooperation as essential tools for building safer and more effective gambling regulation across Africa.
The 17th Annual Gaming Regulators Africa Forum (GRAF) Conference has opened in Maputo, Mozambique, bringing together gaming regulators and stakeholders to discuss the future of gambling regulation across the African continent.
This year’s conference is being held under the theme “Regulation for Transformation. Safer Gambling. Smarter Regulation. Stronger African Collaboration.” The theme reflects the growing need for African regulators to adapt their approaches as the gambling industry becomes increasingly digital, technology-driven and interconnected across national borders.
A central message from the opening discussions was that traditional regulatory approaches may no longer be sufficient to effectively oversee a rapidly changing gambling environment.
Technology at the Centre of Modern Regulation
Technology emerged as one of the key areas of discussion during the conference, with speakers stressing the importance of modern tools in improving regulatory oversight.
As gambling increasingly moves into digital environments, regulators need access to timely and reliable information to understand how operators and consumers are interacting with gambling platforms.
Real-time monitoring was highlighted as an important tool that could help regulatory authorities respond more effectively to developments within the industry. Access to reliable data can also give regulators a stronger basis for identifying risks, monitoring compliance and making informed regulatory decisions.
The discussions point towards a shift from regulatory systems that primarily rely on traditional oversight methods towards more technology-enabled approaches capable of keeping pace with digital gambling.
Addressing the Challenges of a Cross-Border Industry
The increasingly international nature of the gambling industry presents another challenge for African regulators.
Digital gambling platforms can operate across borders, making it more difficult for individual jurisdictions to address certain risks independently. This has increased the importance of cooperation between regulatory authorities across the continent.
GRAF 2026 therefore places significant emphasis on African collaboration, with participants calling for regulators to work more closely together to address common challenges.
Greater cooperation could support the sharing of regulatory knowledge, information and approaches while helping authorities respond to activities that extend beyond the boundaries of individual jurisdictions.
Combating Illegal Gambling
Illegal gambling was also identified as an important issue requiring stronger regulatory cooperation and technological capabilities.
Unlicensed operators can operate outside established regulatory frameworks, creating challenges for authorities seeking to protect consumers and maintain the integrity of regulated markets.
The conference discussions emphasised the need for regulators to strengthen their ability to identify and address illegal gambling activities.
Technology and data-driven monitoring could provide regulators with additional tools to detect suspicious or unlawful activities and respond more efficiently.
Protecting Minors and Promoting Responsible Gambling
Consumer protection remains another major priority highlighted at the GRAF conference.
Speakers stressed the importance of protecting minors from gambling-related harm and ensuring that responsible gambling remains an important component of regulatory frameworks.
As digital gambling becomes more accessible, regulators face the challenge of ensuring that appropriate safeguards are in place to prevent underage participation and promote safer gambling behaviour.
The discussions also reinforced the need for regulatory systems that are transparent and capable of protecting consumers while maintaining confidence in the gambling industry.
Building Stronger Regulatory Systems
The focus on technology at GRAF 2026 reflects a broader transformation taking place within Africa’s gambling sector.
For regulators, the challenge is not simply to introduce new technology but to use it effectively alongside reliable data, stronger institutional cooperation and clear regulatory standards.
The conference’s theme brings these priorities together by linking regulatory transformation with safer gambling, smarter oversight and greater collaboration between African jurisdictions.
As gambling markets continue to evolve, regulators will increasingly need systems capable of responding to digital developments in real time while maintaining effective consumer protection.
The discussions in Maputo underline the importance of this transition. Technology, combined with cooperation and dependable data, could provide African regulators with the tools needed to develop more transparent, responsive and effective gambling oversight systems.
GRAF 2026 ultimately places the future of African gambling regulation within a rapidly changing technological environment, where regulators will need to adapt alongside the industry they oversee.
