Investment holding company calls for stronger digital capabilities, improved market monitoring and operational efficiency to unlock Ethiopia’s lottery potential
Ethiopian Investment Holdings (EIH) has called on the Ethiopian Lottery Service (ELS) to accelerate its digital transformation and strengthen its core operations as the country’s gaming market continues to evolve.
The directive was issued during EIH’s Annual Performance Dialogue, where the organisation reviewed the lottery service’s performance and considered opportunities for future growth. While EIH acknowledged positive momentum in ELS’s provisional financial results, it noted that the service’s current sales volumes and digital capabilities remain below the broader potential of Ethiopia’s gaming market.
EIH Pushes for Faster Digital Transformation
At the centre of EIH’s recommendations is the need for ELS to invest more heavily in digital capabilities.
Consumer behaviour across the gaming industry is increasingly shifting towards mobile and online platforms, creating an opportunity for lottery operators to reach new audiences through convenient digital channels.
EIH has therefore encouraged ELS to strengthen its internal digital infrastructure and develop systems that can support a more modern lottery operation.
The organisation’s focus is not only on introducing digital products but also on ensuring that technology becomes an integral part of the service’s wider commercial and operational strategy.
Digital Lottery Platform Opens New Opportunities
The push for digitalisation builds on the recent launch of Ethiopia’s first digital lottery platform.
The platform was developed in collaboration with TAMCON Software Solutions and integrated with local payment gateway SantimPay. Its launch represents an important step in bringing lottery products to a wider, mobile-first audience.
By providing customers with digital access to lottery products, ELS has the potential to reach consumers who may not regularly interact with traditional lottery distribution channels.
However, EIH’s latest directive suggests that launching the platform is only the beginning. The lottery service is expected to continue investing in its digital capabilities and use technology to improve customer reach, operational efficiency and market intelligence.
Stronger Market Monitoring Required
Alongside digital transformation, EIH has called for the establishment of robust market-monitoring systems.
Effective market monitoring is particularly important in a rapidly changing gaming environment, where new technologies and consumer behaviours can create both opportunities and regulatory risks.
For ELS, stronger monitoring capabilities could help the organisation better understand market trends, evaluate the performance of its products and identify emerging challenges.
It could also provide management with better data to support strategic decisions and improve the long-term performance of the lottery service.
Growth Must Be Matched by Responsibility
EIH has also stressed that digital expansion should be accompanied by a transparent, responsible and sustainable gaming ecosystem.
The emphasis on integrity is significant given Ethiopia’s recent regulatory actions within the broader betting sector.
In December 2025, the Ethiopian government revoked the operating licences of all sports betting organisations following investigations into illegal financial transactions and licensing violations. The move demonstrated the authorities’ increasing focus on compliance and integrity within the gaming industry.
Against this background, ELS faces the dual challenge of expanding its digital presence while maintaining strong standards of oversight and responsible gaming.
Building a Sustainable Lottery Business
The transformation agenda is ultimately aimed at creating a stronger and more sustainable lottery operation.
For ELS, modernising its technology could improve accessibility while also creating new opportunities to increase sales and engage consumers through digital channels.
However, EIH’s message indicates that growth should not be measured solely by increased sales. Operational efficiency, market oversight, transparency and responsible gaming will also be important components of the service’s development.
A balanced approach could help ELS strengthen its position while contributing more effectively to Ethiopia’s wider socio-economic objectives.
Aligning with Global Gaming Trends
The call from EIH comes at a time when lottery and gaming operators worldwide are increasingly embracing digital platforms.
Mobile accessibility, digital payments and data-driven operations are changing how consumers interact with gaming products. Ethiopia’s lottery sector is therefore under pressure to adapt to these broader industry developments while responding to the specific needs of its domestic market.
The introduction of a digital lottery platform provides ELS with an important foundation. The next stage will be to expand its digital capabilities, improve market intelligence and ensure that its operations can scale sustainably.
A New Phase for Ethiopian Lottery
EIH’s latest directive places digital transformation and operational strengthening at the centre of ELS’s future strategy.
The combination of improved technology, stronger market monitoring and responsible gaming practices could provide the lottery service with the tools needed to capture a greater share of Ethiopia’s emerging gaming market.
As the sector continues to develop, ELS will be expected to demonstrate that digital expansion can go hand in hand with effective oversight and sustainable business practices.
For Ethiopian Investment Holdings, the objective is clear: modernise the Ethiopian Lottery Service, strengthen its operational foundation and position it to make a greater long-term contribution to the country.
