New initiative brings regulators and gaming operators closer together as Angola prepares to tighten rules on betting intermediaries and authorised points of sale
Angola’s Gaming Supervision Institute (ISJ) has launched a new stakeholder engagement initiative designed to strengthen cooperation between the country’s gaming regulator and private-sector operators.
Known as “ISJ in Dialogue,” the initiative is intended to create a more open and collaborative approach to gambling supervision by allowing regulators to engage directly with operators, better understand their activities and identify practical solutions to industry challenges.
The programme officially began with a high-level visit to Primeira Aposta, a gaming operator based in Luanda. The meeting brought together senior representatives from the ISJ and the company to discuss developments in Angola’s gaming sector, operational practices and the need for stronger compliance as the industry moves toward greater professionalisation.
Regulator Seeks Closer Industry Engagement
The ISJ delegation was led by Dr. Nerethz Tati, Director General of the Gaming Supervision Institute, and included senior officials, technical personnel and specialists from different areas of the regulator.
The delegation was welcomed by Dr. Hussein Aich, Chairman of Primeira Aposta’s Board of Directors, together with members of the company’s executive leadership.
Rather than focusing solely on traditional regulatory inspections, the engagement was structured around dialogue and information sharing. The ISJ said the approach reflects the need for regulators to understand how gaming companies operate in practice while ensuring that businesses understand the regulator’s expectations.

Primeira Aposta Highlights Operational Development
During the meeting, Primeira Aposta provided an overview of its operations and development since entering the market in 2020.
Particular attention was given to the company’s Mediadores Express model, which is designed to support the professionalisation and formalisation of gambling distribution in Angola.
The model moves away from informal or independent betting agents and places greater emphasis on fixed, company-owned and authorised gaming establishments.
This approach is intended to create greater control over where and how betting services are offered while making it easier for regulators and customers to identify legitimate points of operation.
The model also incorporates staff training and social responsibility initiatives, reflecting the industry’s increasing focus on professional standards and responsible gaming.
Moving Away From Street-Based Betting
The discussions come at an important time for Angola’s gaming industry as authorities prepare to introduce stricter requirements for betting intermediaries.
From 14 December 2026, gaming intermediaries will be required to operate from fixed and authorised establishments.
The regulatory change is expected to bring an end to street-based betting sales and represents another step toward formalising the country’s gaming market.
For operators, the requirement will mean adapting distribution networks and ensuring that betting activities are conducted only through locations that meet regulatory standards.
