Experienced public administrator takes over leadership of LONASE as the state lottery operator advances digital transformation and expands its presence in the online gaming market
Senegal’s national lottery operator, Loterie Nationale Sénégalaise (LONASE), has entered a new chapter with the appointment of Abdourahmane Baldé as its new Director General. The appointment, approved by Senegal’s Council of Ministers, places an experienced public administrator at the helm of one of West Africa’s most prominent state-owned gaming institutions during a period of rapid modernization and digital growth.
Baldé succeeds Toussaint Manga, whose tenure was marked by significant efforts to modernize LONASE’s operations, strengthen its digital capabilities, and expand its footprint in the country’s increasingly competitive online gaming market. The leadership transition comes at a pivotal time for the organization as it continues to implement strategic initiatives aimed at improving operational efficiency, increasing revenue, and reinforcing its position as Senegal’s leading regulated gaming operator.
Experienced Leader Joins LONASE
Before assuming his new role, Abdourahmane Baldé served as Director of Administration and General Equipment (DAGE) at Senegal’s Ministry of Urban Planning, Local Authorities and Territorial Development. In that position, he was responsible for overseeing administrative management, financial planning, budgeting, procurement, and institutional operations.
His extensive experience in public administration and governance has earned him a reputation for effective organizational leadership and sound financial management. These qualities are expected to play an important role as LONASE continues to evolve in response to changing consumer preferences and technological advancements within the gaming industry.
The appointment reflects the government’s confidence in Baldé’s ability to guide the organization through its next phase of development while maintaining strong governance and accountability.
Continuing LONASE’s Digital Transformation
Baldé assumes leadership shortly after LONASE launched LPBet, its new online sports betting platform designed to strengthen the operator’s presence in Senegal’s rapidly growing digital gaming market.
The platform forms part of a broader modernization strategy focused on expanding digital services, enhancing customer experience, and providing a regulated national alternative to international betting operators. As online and mobile betting continue to gain popularity, LONASE has invested heavily in technology and innovation to remain competitive while safeguarding its role as the country’s official gaming operator.
The new Director General is expected to continue supporting these initiatives, ensuring that digital transformation remains a key pillar of the organization’s long-term strategy.
Building on Recent Reforms
Under the previous leadership, LONASE introduced several initiatives aimed at modernizing its operations and strengthening its competitive position. These included new technology partnerships, expanded online gaming services, and investments in digital infrastructure that have improved customer accessibility and operational efficiency.
Baldé is expected to build on this foundation by promoting innovation while maintaining the organization’s commitment to responsible gaming, regulatory compliance, and sustainable growth.
His leadership is also likely to focus on improving internal governance, enhancing financial performance, and ensuring that LONASE remains responsive to developments within both the domestic and regional gaming industries.
Supporting National Development Through Gaming
As Senegal’s national lottery operator, LONASE plays an important role beyond commercial gaming activities. Revenue generated by the organization contributes to public development initiatives, sports programmes, social projects, and other government priorities that benefit communities across the country.
Maintaining a financially sustainable and well-governed lottery system is therefore critical to supporting these broader national objectives.
Baldé’s background in public sector financial management is expected to strengthen LONASE’s ability to manage resources effectively while ensuring transparency and accountability in its operations.
Looking Ahead
The appointment of Abdourahmane Baldé signals continuity as well as renewal for LONASE. While the organization is expected to maintain its focus on digital innovation and market expansion, the new leadership also brings fresh perspectives that may help shape the next stage of the operator’s development.
With competition intensifying in the online betting sector and consumer expectations continuing to evolve, LONASE faces both opportunities and challenges. Successfully balancing technological innovation, regulatory compliance, and responsible gaming will remain central to its long-term success.
As Baldé begins his tenure, industry stakeholders will be watching closely to see how he builds on recent achievements while positioning LONASE for sustained growth in Senegal’s rapidly changing gaming landscape. His appointment reinforces the organization’s commitment to strong leadership, operational excellence, and continued investment in the future of regulated gaming in the country.
