North West authorities join forces during Women’s Month to strengthen compliance, uncover illegal gambling operations and educate businesses about regulatory obligations
Female law-enforcement officers and compliance officials from several government and regulatory institutions have led a coordinated enforcement campaign in Vryburg, North West Province, as authorities intensify efforts to improve compliance and tackle illegal gambling activities.
The operation, conducted across the Naledi Local Municipality, brought together officials from provincial and local government agencies as well as law-enforcement bodies. The campaign formed part of Women’s Month activities, placing women in prominent leadership roles while addressing regulatory and compliance challenges within local communities.
Among the institutions involved were the Department of Economic Development, Environment, Conservation and Tourism (DEDECT), the North West Gambling Board (NWGB), the South African Police Service (SAPS), the Dr Ruth Segomotsi Mompati District Municipality and Naledi Local Municipality Traffic Officers.
Joint Approach to Compliance
The campaign was designed to bring together the resources and expertise of different authorities to conduct inspections and assess whether businesses were complying with applicable laws and licensing requirements.
Rather than focusing exclusively on enforcement, officials also used the operation as an opportunity to educate business owners about their regulatory responsibilities.
Authorities explained the potential consequences of operating without the required licences or failing to comply with relevant regulations. The approach was intended to encourage businesses to correct violations while making it clear that serious breaches could result in enforcement action.
This combination of education and enforcement is particularly important in sectors such as gambling, where unlicensed operations can create risks for consumers and undermine legitimate businesses that comply with regulatory requirements.
Illegal Gambling Operations Discovered
During the campaign, officials from the North West Gambling Board identified two illegal gambling operations operating from internet cafés in Vryburg.
At the first premises, inspectors discovered 44 computers being used for unauthorised gambling activities.
A second establishment was found to have a significantly larger illegal gambling setup, consisting of 50 computers and 43 illegal gambling machines.
The discoveries demonstrate the challenges faced by provincial regulators in identifying gambling activities that operate outside the licensed framework.
Following the inspections, both operators were issued R2,500 fines.
Women at the Centre of Enforcement
The campaign also highlighted the increasingly important role women play in South Africa’s law-enforcement and regulatory institutions.
With female officials taking leadership roles during the Vryburg operation, the initiative provided an opportunity to recognise women’s contributions to public-sector enforcement and community protection.
The campaign’s timing during Women’s Month added another dimension to the operation, demonstrating that celebrating women’s participation can extend beyond symbolic recognition to include visible leadership in practical enforcement activities.
Women working in regulatory agencies, law enforcement and local government continue to contribute to efforts aimed at protecting communities and ensuring businesses operate within the law.
Public Warned About Illegal Gambling
Following the discovery of the illegal gambling operations, the North West Gambling Board urged members of the public to use only licensed gambling establishments.
The regulator warned consumers against participating in gambling activities at unlicensed premises, emphasising that illegal gambling operations do not operate within the same regulatory framework as approved businesses.
Using licensed operators is important because regulated gambling businesses are subject to legal and compliance requirements intended to protect consumers and ensure proper oversight.
The warning also serves as a reminder that consumers have a role to play in combating illegal gambling by avoiding unauthorised establishments and reporting suspicious activities to the relevant authorities.
Protecting Legitimate Operators
The crackdown also supports legitimate gambling businesses operating within the regulatory framework.
Licensed operators are required to meet regulatory standards and comply with licensing conditions. Illegal competitors, however, may avoid many of these obligations, creating an uneven environment for compliant businesses.
Consistent enforcement can therefore help protect legitimate operators while strengthening confidence in the regulated gambling sector.
For regulators, removing illegal gambling operations is also important for maintaining oversight of gaming activities and ensuring that gambling takes place in environments where established rules can be enforced.
Cooperation Remains Essential
The Vryburg operation demonstrates the value of cooperation between gambling regulators, police services and local government authorities.
Illegal gambling activities can overlap with broader licensing and compliance issues, making coordinated inspections more effective than isolated enforcement efforts.
By combining personnel, information and regulatory expertise, the participating institutions were able to conduct broader inspections and respond to violations identified during the campaign.
Continued cooperation could prove important as authorities work to identify illegal gambling operations in other communities across the province.
A Stronger Message on Compliance
The Vryburg campaign sends a clear message to businesses operating in the North West: compliance with licensing and regulatory requirements is essential.
At the same time, the operation demonstrates that enforcement can be combined with education to help businesses understand their obligations and encourage greater compliance.
The discovery of two illegal gambling operations highlights the need for continued monitoring, particularly as gambling activities increasingly make use of computers and digital platforms.
As the North West Gambling Board and its partner institutions continue their enforcement activities, public awareness will remain an important part of the strategy.
Ultimately, the women-led campaign in Vryburg represents both a regulatory enforcement effort and a demonstration of women’s leadership in public service. By combining education, inspections and enforcement, authorities are seeking to strengthen compliance, protect consumers and ensure that gambling activities in the province are conducted within the law.
