Senegal’s national lottery strengthens leadership of its mobile financial services subsidiary as it targets faster market expansion and deeper digital integration
The National Lottery of Senegal (LONASE) has appointed its Director General, Abdourahmane Baldé, as the new President of the Board of Directors of SAVE FINANCE DIGITAL, the organisation’s mobile financial services subsidiary.
Baldé was formally installed during a ceremony held on Monday, August 31, 2026, marking a new stage in LONASE’s strategy to strengthen governance while expanding its presence in Senegal’s increasingly digital gaming and financial-services environment.
Baldé Brings Public-Sector Experience
Baldé brings extensive experience in Senegal’s public administration and taxation sector to his new responsibility.
Described as a tax lawyer and veteran of Senegal’s tax administration, his professional background is expected to support LONASE’s efforts to strengthen governance, improve corporate performance and ensure that its expanding digital operations remain aligned with wider national objectives.
His appointment comes only weeks after he assumed the position of Director General of LONASE. His experience in public-sector administration and financial management is expected to be particularly relevant as the lottery organisation continues to diversify beyond its traditional activities.
Focus Turns to SAVE FINANCE DIGITAL Growth
Following the formal installation, SAVE FINANCE DIGITAL’s Board of Directors convened to examine the subsidiary’s key priorities.
One of the main areas of focus was the need to accelerate the company’s market penetration.
SAVE FINANCE DIGITAL was established as an innovative mobile-money platform intended to compete with established regional players in the digital financial-services market. Its development forms part of LONASE’s wider efforts to expand its digital footprint and identify new opportunities beyond conventional lottery operations.
With Baldé now leading both LONASE and the subsidiary’s board, the organisation could benefit from closer coordination between its parent company and digital financial-services arm.
Digital Services at the Heart of LONASE’s Strategy
SAVE FINANCE DIGITAL represents an important component of LONASE’s broader diversification strategy.
The subsidiary was launched as part of a modernization programme designed to strengthen LONASE’s digital capabilities, promote digital sovereignty and reduce operating expenses.
The move reflects a wider shift among African lottery and gaming organisations, which are increasingly adopting digital platforms to respond to changing consumer behaviour and expand access to their products and services.
Mobile financial services can also create opportunities for greater financial inclusion by allowing customers to access payment and financial products through mobile devices.
For LONASE, the development of SAVE FINANCE DIGITAL therefore provides both a commercial opportunity and a potential avenue for supporting broader digital-finance objectives in Senegal.
Creating a Broader Digital Ecosystem
SAVE FINANCE DIGITAL does not operate in isolation. It forms part of a growing collection of digital initiatives associated with the LONASE Group.
These include LONASEWAY, LP-BET and LONASE22BET, which collectively contribute to the organisation’s efforts to modernise its gaming and digital-services operations.
The development of these platforms demonstrates LONASE’s ambition to create a more comprehensive digital ecosystem around its traditional lottery business.
Such diversification could allow the organisation to engage customers through multiple digital channels while improving the efficiency and accessibility of its services.
Strengthening Governance and Public Trust
Baldé’s appointment also carries a strong governance dimension.
As a state-owned organisation operating in the gaming sector, LONASE has responsibilities that extend beyond commercial performance. Maintaining transparency, accountability and public confidence remains essential to the organisation’s long-term sustainability.
The appointment of its Director General to chair the board of a key subsidiary could provide greater alignment between LONASE’s strategic objectives and SAVE FINANCE DIGITAL’s operational priorities.
The organisation expects this alignment to contribute to improved corporate performance and a more coordinated approach to managing its expanding digital activities.
Competition in Senegal’s Digital Market
SAVE FINANCE DIGITAL enters a market where consumers already have access to several established mobile-money and digital-payment services.
Consequently, accelerating market penetration will require more than simply having a digital platform. The subsidiary will need to develop competitive services, build consumer trust and establish an effective distribution and customer-engagement strategy.
Leadership and governance will therefore be important as the company seeks to establish its position in Senegal’s financial-services ecosystem.
Baldé’s dual responsibilities could help LONASE respond more quickly to market developments and coordinate investments across its different digital initiatives.
A New Chapter for LONASE
The appointment of Abdourahmane Baldé as President of the SAVE FINANCE DIGITAL Board represents another step in LONASE’s ongoing transformation.
The organisation is increasingly moving beyond its traditional lottery operations and investing in digital gaming and financial services. SAVE FINANCE DIGITAL is central to that strategy, providing LONASE with an opportunity to participate in Senegal’s expanding mobile-finance market.
With the board now focused on accelerating market penetration, the next phase will likely centre on execution, customer adoption and operational efficiency.
Baldé’s leadership is expected to bring greater coordination between LONASE and its digital subsidiary while supporting the organisation’s broader objectives around innovation, financial inclusion and digital sovereignty.
Ultimately, the success of SAVE FINANCE DIGITAL will depend on how effectively LONASE can translate its digital ambitions into sustainable services that attract users, compete in a crowded market and contribute to Senegal’s evolving digital economy.
