Bookmakers association urges regulators, financial institutions, and technology providers to intensify enforcement as illegal online gambling continues to expand
The South African Bookmakers Association (SABA) has renewed its call for tougher enforcement measures against illegal online gambling operators, warning that unlicensed platforms are continuing to erode the country’s regulated betting market. The association believes stronger collaboration between regulators, financial institutions, internet service providers, and law enforcement agencies is essential to curb the growth of offshore gambling websites and protect both consumers and licensed operators.
According to SABA, illegal online gambling has become one of the biggest challenges facing South Africa’s betting industry. The association argues that many offshore operators continue to target South African players without obtaining the required local licences, creating an uneven competitive environment while reducing government tax revenue and weakening consumer protections.
The latest appeal reflects growing concern across the gaming sector that existing enforcement efforts need to evolve alongside rapidly changing digital technologies.
Illegal Gambling Continues to Expand
Research referenced by SABA suggests that unlicensed operators now account for a significant portion of South Africa’s online gambling activity, with millions of players reportedly accessing offshore betting websites each year.
The association estimates that billions of rand in betting revenue leave South Africa annually through operators that do not contribute to local taxes, licensing fees, or responsible gambling programmes.
Beyond the financial impact, SABA argues that the continued growth of illegal gambling threatens the long-term sustainability of the regulated market by placing licensed businesses at a competitive disadvantage.
Licensed operators are required to comply with strict legal obligations, while offshore competitors often avoid many of the regulatory costs associated with operating in South Africa.
Calls for Stronger Enforcement Measures
To address the growing challenge, SABA is encouraging authorities to adopt a broader range of technological and regulatory enforcement tools.
Among the measures proposed are DNS blocking, IP address blocking, payment restrictions, geofencing technologies, and enhanced monitoring of financial transactions linked to illegal gambling activities.
The association believes these measures would make it more difficult for offshore operators to reach South African consumers while strengthening the effectiveness of existing gambling regulations.
SABA also advocates closer cooperation between government agencies, internet service providers, banks, payment processors, and telecommunications companies to disrupt illegal gambling networks more efficiently.
Protecting Consumers from Unregulated Operators
Consumer protection remains one of the central concerns raised by the association.
Unlike licensed South African operators, many offshore gambling websites are not subject to local regulatory oversight and may not provide essential responsible gambling safeguards.
According to SABA, players using unlicensed platforms often lack access to self-exclusion programmes, responsible gambling tools, dispute resolution mechanisms, and reliable customer protection procedures.
There are also concerns that some illegal operators may fail to honour withdrawals, operate with limited transparency, or provide inadequate safeguards against fraud and identity theft.
For these reasons, the association encourages players to verify that gambling websites are licensed by one of South Africa’s recognized provincial gambling regulators before opening accounts or placing bets.
Supporting the Regulated Betting Industry
SABA emphasizes that licensed bookmakers invest significant resources in maintaining compliance with South African gambling legislation.
Operators are required to implement comprehensive Know Your Customer (KYC) procedures, comply with Anti-Money Laundering (AML) regulations, pay taxes and licensing fees, and promote responsible gambling through education and player protection initiatives.
These regulatory obligations are intended to create a safe, transparent, and accountable gambling environment while ensuring that the industry contributes to the country’s economy.
The association argues that allowing illegal operators to compete without meeting these standards undermines the integrity of the regulated market and discourages investment in the sector.
Collaboration as the Key to Success
SABA believes that combating illegal gambling will require coordinated action from both the public and private sectors.
The association has expressed its willingness to continue working alongside regulators, law enforcement agencies, financial institutions, and technology providers to identify effective strategies for reducing illegal gambling activity.
Industry stakeholders increasingly recognize that technological enforcement, regulatory oversight, financial monitoring, and consumer education must work together to achieve lasting results.
Looking Ahead
As online gambling continues to expand across South Africa, regulators face the challenge of balancing market growth with effective enforcement and consumer protection.
SABA’s latest appeal highlights the need for stronger action against offshore operators that operate outside the country’s legal framework while reinforcing support for licensed businesses that comply with national regulations.
If implemented successfully, the proposed measures could help strengthen South Africa’s regulated gambling market, improve consumer confidence, increase government tax revenues, and create a more level playing field for licensed operators.
With illegal online gambling continuing to evolve, the association believes sustained cooperation and modern enforcement tools will be essential to protecting the future of South Africa’s gaming industry.
