The Northern Cape Gambling and Liquor Board has intensified its fight against illegal gambling after joint enforcement operations resulted in the seizure of 11 Chinese roulette machines in Griekwastad and Barkly West.
The Northern Cape Gambling and Liquor Board (NCGLB) has stepped up enforcement against illegal gambling operations following a series of raids in Griekwastad and Barkly West, where authorities confiscated a total of 11 Chinese roulette machines.
The enforcement action was carried out following intelligence gathering and involved the NCGLB working alongside the South African Police Service (SAPS) and Crime Intelligence.
The operation forms part of wider efforts by authorities in the Northern Cape to disrupt unlicensed gambling activities and ensure that gambling machines are operated only within the province’s regulated framework.
Six Machines Confiscated in Griekwastad
In Griekwastad, enforcement officials targeted tuckshops suspected of hosting illegal gambling machines.
Authorities conducted raids at eight tuckshops, resulting in the confiscation of six Chinese roulette machines. Six inquiry dockets were also opened following the operation.
The NCGLB stressed that tuckshops are not authorised to operate gambling machines, meaning that the presence of such equipment at these businesses falls outside the province’s legal gambling framework.
The seizures highlight the challenges regulators face in tackling gambling activities that can operate within ordinary commercial premises and potentially reach consumers without the safeguards associated with licensed gambling establishments.
Further Seizures in Barkly West
A second enforcement operation was conducted in Barkly West, where officials confiscated another five Chinese roulette machines.
Five inquiry dockets were opened as a result of the operation.
Combined with the Griekwastad seizures, the two operations resulted in 11 illegal gambling machines being removed from circulation.
The NCGLB’s actions form part of its statutory responsibility to combat unlawful gambling and ensure compliance with the province’s gambling legislation.

The Board’s enforcement activities are carried out under Section 21 of the Northern Cape Gambling and Liquor Act 6 of 2024, which provides the regulatory basis for action against unlawful gambling activities.

NCGLB Plans Stronger Enforcement

The Board plans to establish an Illegal Gambling Task Team under its WeComply campaign, bringing together stakeholders including the National Prosecuting Authority (NPA), municipalities and SAPS.
The proposed task team is intended to strengthen coordination between the institutions responsible for identifying, investigating and addressing illegal gambling activities across the province.
Greater cooperation could allow authorities to respond more effectively to intelligence concerning unlicensed gambling operations and improve enforcement efforts at a provincial level.
Continuing the Fight Against Illegal Gambling
The confiscation of 11 Chinese roulette machines in Griekwastad and Barkly West represents another enforcement step by the NCGLB as it works to protect the integrity of the regulated gambling sector.
The operations also underline the importance of community-level enforcement, particularly where illegal gambling machines are located in businesses that are not licensed gambling premises.
