Company Deploys Stricter Compliance Tools Amid Renewed Regulatory Focus
High 5 Games has officially regained its B2B gaming supplier licence in Connecticut, marking a significant development following a regulatory investigation into unlicensed online casino activity involving its High 5 Casino platform.
The reinstatement by the Connecticut Department of Consumer Protection (DCP) comes after a thorough compliance review and the resolution of financial penalties totaling $1.5 million. With this decision, High 5 Games is now permitted to resume its operations as a licensed supplier in the state.
Financial Settlement and Consumer Restitution
In March 2025, the DCP’s Gaming Division suspended the company’s licence amid concerns over unauthorised iGaming offerings. The investigation concluded with High 5 Games agreeing to pay:
$800,000 toward consumer protection, education, and compliance programs
$643,000 in direct reimbursements to affected consumers who had engaged with the unlicensed sweepstakes product
High 5 Games clarified that it had voluntarily exited the Connecticut sweepstakes market prior to the licence review and asserted that no confirmed legal violations were found.
Compliance Reinforcement: KYC & Geo-Blocking
To strengthen its regulatory posture, High 5 Games has implemented enhanced compliance protocols, including advanced geo-blocking in partnership with Xpoint, and upgraded Know Your Customer (KYC) tools to ensure only eligible users within licensed markets gain access.

A Troubled Regulatory Track Record
This isn’t the company’s first brush with regulatory issues. In February 2025, High 5 withdrew sweepstakes services in six US states and Canada following increasing legal scrutiny. A separate case in Washington State led to a court-ordered $25 million penalty for operating an unlicensed social casino platform.
Despite these setbacks, High 5 Games continues to maintain its content partnerships with regulated operators across the U.S. and remains active in several international markets, leveraging its gaming content portfolio under approved frameworks.
