Operator Cites Strategic Shift as Regulatory Delays Stall Deal
Betsson AB has officially withdrawn from its previously announced acquisition of Holland Gaming Technology Ltd and Holland Power Gaming B.V.. The move, originally disclosed in February 2024, was contingent on approval by the Dutch Gambling Authority (KSA)—a condition that ultimately remained unmet, providing Betsson the option to terminate the agreement.
As a result of the withdrawal, €26.7 million ($30.4 million) will be repaid to Betsson by the sellers, and the rights to both entities will revert to their original owners.
Regulatory Uncertainty Delays Deal
The failure to obtain regulatory clearance from the Kansspelautoriteit (KSA) before a decision deadline appears to have been a key factor in Betsson’s decision. In its announcement, the company stated that it is now focused on “exploring alternative business opportunities”, reflecting a possible shift in strategic priorities.
Despite stepping back from the acquisition, Betsson AB confirmed that the move will have no impact on the group’s consolidated income statement, offering reassurance to stakeholders and investors.
Regulatory Pressure at Home
This announcement comes at a turbulent time for Betsson. Within 24 hours of the cancellation, the company was fined SEK 6.5 million ($680,000) by Sweden’s Spelinspektionen, citing failures in anti-money laundering (AML) compliance—specifically regarding verification of customer funding sources.
These back-to-back developments reflect ongoing regulatory scrutiny across multiple jurisdictions, as operators face increasingly rigorous compliance standards.
Financial Results and New Market Expansion
Despite these challenges, Betsson’s Q1 2025 financial report showed robust performance, with €293.7 million in revenue recorded for the quarter. The group also marked its entry into the newly regulated Brazilian market, securing a licence from Brazil’s Secretariat of Prizes and Betting (SPA) in line with sweeping regulatory reforms implemented at the start of the year.
This regional expansion aligns with Betsson’s ongoing strategy to diversify geographically, especially into high-growth emerging markets.

While the collapse of the Holland Gaming acquisition closes one chapter, Betsson’s global positioning suggests that strategic flexibility remains a core strength.
